Experienced Health Care Attorney and Former Ohio Medicaid General Counsel Steve Voigt Joins Vorys

Vorys announced today that Steven T. Voigt, a highly experienced health care attorney and the former assistant director and general counsel of the Ohio Department of Medicaid, has joined the firm as a partner in the Columbus office.  Voigt brings more than 25 years of legal experience spanning government service, private practice and complex litigation, with a particular focus on health care law and administration.

“Vorys has one of the top health care practices in Ohio and I’m incredibly excited to join such a respected team,” said Voigt.  “I look forward to contributing my experience and adding value for both our clients and colleagues.”

During his more than seven years at the Ohio Department of Medicaid, Voigt was a key advisor and decision maker on major agency initiatives.  He led programmatic, legal, and operational enhancements, managed major system implementations and played a central role in negotiating the department’s large vendor and managed care contracts.  Approximately half of the agency reported to Voigt, including the office of legal counsel, legislative department, bureau of program integrity, contracts and procurement, operations, information technology and privacy and HIPAA compliance.  He also played a central role in defending the agency in complex litigation, including the successful defense of the Next Generation of Managed Care procurement.

“Steve is highly regarded for his government and regulatory experience, particularly his leadership during the many systemic and programmatic changes at the Ohio Department of Medicaid over the past several years,” said Suzanne Scrutton, chair of the Vorys health care group. “His deep understanding of the complexities of health care law complements the strengths of our team and will enhance the services that we provide to our clients.”

Voigt’s government service also included serving as a principal Ohio assistant attorney general, where he was lead trial counsel on numerous high-profile constitutional and regulatory matters.  In this role, he defended Ohio’s laws and government decision-making in matters of statewide and often national significance.  The full U.S. Supreme Court heard one these matters and ruled in Ohio’s favor.  Prior to his government roles, Voigt spent more than 13 years in private practice with one of the nation’s largest law firms, advising companies and individuals on a broad range of business, pharmaceutical, and health care matters.

Voigt earned his J.D. from the University of Pittsburgh School of Law and his B.S. from Pennsylvania State University.  He is admitted to practice law in Ohio, Pennsylvania and New Jersey.
